The City of Virginia Beach is seeking to fill The City Engineer Position. The City Engineer will direct and oversee the activities of the City Engineer’s Office including the full range of functions of the Transportation Programs and Projects Division, Coastal Resources Division, Storm Water Engineering Division, Surface Water Regulatory Compliance Division, Traffic Engineering Division, and Engineering Construction Services Division. The functions include, but are not limited to: the planning, programming, design and construction of roads/highways/bridges; the planning, programming, design, and construction of stormwater and coastal projects; the provision of engineering and construction management services for assigned capital projects; the provision of traffic engineering services including transportation needs assessments, signal timings, and plan review; and engineering support services including surveys and CADD.
Representative Responsibilities include:
Meet with City Executive Leadership, elected officials, other City agencies, state agencies, federal agencies, and the public to explain and review the programs and projects managed by the PW/Engineering Group.
Provide direction and guidance for the functions of the City Engineer’s Office.
Develop, review, and revise program and project management and other processes as needed to establish the methodologies most compatible with City systems, requirements, and resources.
Attend Council meetings as needed to respond to questions related to the work of the City Engineer’s Office.
Provide the organizational structure and identifies the City framework for meeting stormwater regulatory program requirements.
Support City economic vitality initiatives via conceptual engineering studies and cost estimates.
Oversee design and construction contract management and administration to include resolving contract disputes.

Requires any combination of education (above high school level) and/or experience equivalent to twelve years in fields utilizing the required knowledge, skills, and abilities and associated with such positions as Chief Engineer, Assistant Chief Engineer, Principal Engineer, or Program Management Engineer; licensed as a Professional Engineer (PE). Must have, or obtain, a current and valid Virginia or North Carolina driver’s license in accordance with Virginia or North Carolina DMV driver’s license eligibility requirements. All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
Special Requirements: Qualified candidates will be a licensed PE in the Commonwealth of Virginia or in a state with reciprocity, resulting in registration in the Commonwealth of Virginia within six months.
