Freight and aviation movement is a critical planning factor in Greater Philadelphia. The region's economic competitiveness is closely tied to the freight network and, from a transportation perspective, freight shipments continue to grow and change across all modes. The DVRPC Freight and Aviation Planning Programs work to maximize Greater Philadelphia’s position in the global economy while promoting a balance between quality of life, safety, environmental, and economic goals through incorporation of freight and aviation in the transportation planning process. The program achieves this through innovative planning products such as PhillyFreightFinder, a comprehensive online freight data platform, as well as advanced data analysis, community-level technical studies, and a wide range of research efforts. The program also coordinates quarterly freight and aviation advisory committees engaging a wide range of private and public sector stakeholders in the planning process.
This professional position in Freight and Aviation Planning is devoted to performing innovative research and analysis, technical writing, and targeted outreach and communication efforts regarding freight and aviation transportation facilities, operations, and shipments. Responsibilities and tasks will advance planning studies, public education, policies and strategies, and consensus building. The position involves working with both public and private sectors, project teams, and a wide array of local, state, national, and international planning partners. Work is performed in accordance with professional standards and is subject to technical review by the Manager, Freight and Aviation Planning Programs.
Assist in preparing planning studies including the establishment of goals and objectives, collection of data, technical analyses, communication and engagement with stakeholders, and final products.
Integrate freight and aviation considerations and community goals through freight and airport “centers,” good-neighbor strategies, and coordination with the DVRPC member governments.
Maintain familiarity with major legislation and policies, projects, trends, and issues affecting aviation and all modes of freight transport.
Prepare narrative, tables, and graphs for planning studies aimed at addressing problems and improving the efficiency of the region’s freight and aviation networks.
Maintain and update DVRPC freight and aviation planning data resources such as PhillyFreightFinder, freight and aviation activity counts and forecasts, National Highway Freight Network (NHFN), National Highway System (NHS) connectors, and performance measures.
Conduct field views and surveys to collect information on the physical conditions and usage of facilities.
Assist in the preparation of freight and aviation elements of the DVRPC long-range plan.
Advance freight and aviation transportation improvements through the Transportation Improvement Program, FASTLANE, CMAQ, and other federal and state funding programs.
Perform tasks to support the DVRPC freight and aviation advisory committees by planning meetings, maintaining membership lists, cultivating new members, and preparing mailings, folders, and meeting highlights.
Represent DVRPC at internal and external meetings.
Establish connections between the freight and aviation planning program and other DVRPC planning areas such as economic development, complete streets, air quality, operations, and safety.
Provide support in developing work program proposals.
Perform related work and special tasks as requested.
Knowledge of the principles, practices, and objectives of transportation planning, with an emphasis in freight, aviation, MPO, land use, and/or community planning.
Knowledge of standard statistical techniques and methods of transportation and aviation planning.
Knowledge and appreciation of global freight and aviation systems and major forces affecting them.
Considerable expertise with word processing, spreadsheet software, and presentation software.
Ability to simultaneously assume various project roles in multiple projects and to meet project milestones and deadlines.
Ability to successfully contact and engage non-traditional planning partners and to identify potential programmatic growth areas.
Ability to use new communications and visualization tools and to effectively present results of research and surveys in oral, written, and graphic form. Expertise with mapping applications (ArcGIS) is highly preferred.
Ability to establish and maintain effective working relationships with work associates and planning officials and partners.
Experience & Training
To classify as a Level RA II/Research Analyst II, a minimum of three years professional experience in transportation planning or city/regional planning. Such experience may have been gained from a combination of experience and training. A Master’s degree or a full year of intern or co-operative education experience can be substituted for one year of experience.
