Essential Functions
  1. Supervise project managers, design managers, and construction managers. Responsible for effective management of project managers, and all assigned staff, including recommending hiring, disciplinary action, assigning work, coaching and performance evaluations.  Coordinate consultants and assigned TriMet staff to ensure timely support and expected progress on a portfolio of projects as assigned. Enlist special or additional resources as needed to complete the work.
  2. Supervises or provides development and management of scope, schedule and budget for capital projects. Supervises or coordinates project efforts with internal staff, consultants, and public and private agencies. Supervises or provides review and evaluation of designs by staff, consultants or contractors to ensure their constructability, completeness, and economy. Report on project milestones and progress. Participate in closeout; prepare for and assist with internal and external audits.
  3. Oversees or provides packaging for bidding of specifications and documents developed by consultants and internal staff. Supervises or provides development of budgets and schedules for projects, performs constructability review, and monitors major deliverables for completeness and accuracy. Make regular construction site visits as necessary.
  4. Participate in training and mentoring of assigned staff on division's Design Criteria, Project Management Manual, Design and Construction Management Manual, Inspection Manual and other manuals, procedures and tools to support effective planning, design and construction of the Agency's capital improvement program.
  5. Oversees or provides contract change management per TriMet’s established processes including representing TriMet in contract negotiation sessions as required. Oversee production of fair cost estimates, cost engineering studies, and cost forecasts required to support negotiation of change orders or other contract issues.Review and approve Change Order language and supporting documentation. Act as final review authority for changes within their delegated authority limit and the delegated authority limit of their staff.
  6. Supervises or provides interface with Contract Administration and Program Management. Coordinate and assist with development of cost-to-complete and budget cash flow forecasts. Support Department lead with development annual budgets for assigned projects.
  7. Independently prepares technical reports, progress reports, special studies, and cost estimates as necessary.
  8. Responsibility for incident response including self-performing and managing others performing construction supervision with a 24/7 duty to be reachable.


ESSENTIAL FUNCTIONS SUBGROUP B - STATIONS AND GUIDEWAYS:

  1. Participate in the development of designs, design criteria, engineering standards, requirements, specifications, and drawings for all aspects of station and guideway assets. Assist in development and updating assigned Design Criteria chapters. Provide intermediate level knowledge of station and guideway assets (civil, track, ADA, signal, communication, lighting, etc)
  2. Represent TriMet at interagency meetings and proceedings as technical expert. Attend project meetings, prepare materials and make presentations as necessary.
  3. Provide Transit Asset Management (TAM) Support including:
    a. General—Technical support of Maintenance of Way’s(MOW)  Individual Asset Owner (IAO) role for track
    b. Condition Assessment—Manage Track Testing Program (specifically Track Geometry and Rail Ultrasonic testing)
    c. Development and update of track configuration drawings (a matrixed role with the CAD department)
  4. Project Development support for potential track capital project proposals 
  5. Continuity of Operations (COOP) support for track maintenance issues affecting day to day operations  (e.g. respond to derailments and sunkinks to support judgement when track is fit for use).
Selection Criteria
  1. Ability to exercise sound independent judgement within established guidelines.
  2. Ability to work with a moderate level of independence, judgement and autonomy to evaluate, analyze and develop tactical implementation plans to successfully design and deliver a portfolio of projects across multiple asset classes.
  3. Practical knowledge of coaching techniques, training practices, assessment of stylistic preferences, assessment of strengths/opportunities as applied to personnel management.
  4. Demonstrated ability to conduct recruitment, hiring, performance management and redirection/disciplinary actions.
  5. Ability to effectively assist others in developing capacity through a focus on skills and career development.
  6. Ability to establish and maintain effective working relationships with employees, supervisors, consultants, other agencies, and the general public.  Ability to develop this ability in others.
  7. Demonstrated knowledge of federal, state, and local requirements, policies, and procedures as they pertain to large scale public works projects.  Knowledge of techniques to cultivate this knowledge in others.
  8. Demonstrated ability to interact with a diverse workforce comprised of employees, consultants, and other agencies' employees, as well as to manage the coordination of activities with other jurisdictions, and consultants. Ability to develop this ability in others.
  9. Demonstrated ability to analyze and resolve complex problems pertaining to project management, and to negotiate pricing agreements with contractors.  Ability to manage and supervise others performing these tasks.
  10. Demonstrated ability to analyze and resolve complex design, constructability, and reliability problems.  Ability to develop this ability in others.
  11. Ability to achieve established schedules and budget goals and collaboratively pursue the District's interests.  Ability to develop this ability in others.
  12. Ability to accurately and constructively represent the District's policies and priorities in technical and public forums. Ability to develop this ability in others.
  13. Ability to effectively communicating in both oral and written forms, including formal presentations. Ability to develop this ability in others.
  14. Advanced level ability to read, understand, interpret and prepare engineering plans, specifications, drawings, criteria and contract documents. Summarize and brief others on key elements of design and installation drawings and specifications within the area of applicable subject matter.  Skill in transmitting this knowledge to others.
  15. Utilize personal computer and applicable engineering and business software applications.  Skill in transmitting this knowledge to others.
  16. Work any days, hours, shifts as required by the District. Be available to respond to emergencies and be on-call.

 Minimum: $92,563.00
 Maximum*: $107,157.00
 *Maximum range of the classification is $138,844.00
