Under general direction of assigned supervisor, this critical position supports, plans, directs, supervises and/or coordinates the capital improvements program for the City of Santa Maria and performs complex public works civil engineering. This position may supervise other department staff or professional consultants.

WHAT WE DO The Department of Public Works/Engineering is responsible for ensuring that new development, City-owned transportation infrastructure and facilities, and capital improvement programs are designed, engineered, constructed, and maintained in a presentable and safe condition and per standards in accordance with the local, state and federal laws. The Public Works Department includes the divisions of: administration, engineering (traffic and development and capital projects), operations (fleet, streets, and facilities), and transit. The Department has approximately 60 employees, an approximate annual operating budget of $20 million, and a Capital Improvement Program (CIP) budget of $50 million. Position assignments may vary depending on the business needs of the department and organization. These duties are a representative example:
Work with the community, policymakers, City staff, and other agencies in the enforcement of City engineering standards.
Supervise the work of division employees and consultants to accomplish a wide range and number of complex and highly technical engineering tasks.
Participate in the development and administration of the division/section budget.
Develop the capital improvement program, serve as the project manager on City capital projects, supervise in-house design projects, and pursue funding sources.
Design in-house public works projects including research, preparation, calculations, estimates, and drafting, and design and develop public works standards and specifications.
Produce bid packages for advertisement and award; prepare and manage agreements for professional services including project scoping, timeline and budget, verifying funding, solicitation for proposals, evaluation and interviews, price negotiation, agreement execution, tracking, progress payments, contract deliverables, amendments, and closure.
Provide technical support for City departments and act as professional staff advisor to policymakers serving on various regional planning / enforcement boards.
Receive citizen complaints and takes appropriate action.
Represent the division or department at conferences and meetings with other departments, agencies, and organizations.
Scope of assigned area will depend on departmental structure and is at the discretion of the Director.

Perform other related projects and duties as assigned.

QUALIFICATIONS / EXPERIENCE
Ideally, three years of progressively responsible professional work experience in the field of civil or mechanical engineering or a closely related field; and
Graduation from an accredited college or university with a bachelor’s degree in civil or mechanical engineering or a related field is required; and/or equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Current technical/professional knowledge of complex principles, methods, standards and techniques associated with the scope of work of a recognized profession, such as:
Engineering design, construction practices, drafting, inspection, and surveying.
Physics, chemistry, and mathematics as applied to civil or mechanical engineering.
Local, State, and Federal regulations pertaining to the construction, operation, and environmental management for landfills.
Applicable Local, State, and Federal regulations.
Project management and budgeting.
Safety precautions and procedures.
Effective verbal and interpersonal communication skills.
Microsoft Office Suite (or equivalent).
Effective use of computer and other office equipment.
Possession of licenses and/or certificates associated with the assignment, such as:
Valid certificate of registration as a Civil Engineer, Mechanical Engineer, or Geologist issued by the State Board of Registration for Civil, Geologist, and Professional Engineers.
