Engineer Scientist Program Manager
Bureau of Watershed Management and Modeling
Job Summary: Professional work supervising and coordinating all aspects of programs pertaining to regulatory services, water supply assessment and planning, water shed management and modeling, water resource evaluation, groundwater modeling, and/or water resource restoration.
Job duties include:
Complete own individual deliverable commitments on time: Complete hydrologic, hydraulic and water quality simulations using all model platforms appropriate for basin and management questions. This includes but is not limited to expertise in HSPF, ICPR, HEC-RAS, SWMM, etc. Complete hydrologic and hydraulic analysis for flood impact assessment, MFLs assessment, and hydraulic design of levee, culverts, and other water control structures; Complete in-lake and reservoir assessments using several model platforms appropriate for determining load reduction and assimilative capacity. Complete wetland/reservoir nutrient treatment estimates and associated costs using several model platforms appropriate for assessing different growth and uptake rates; Apply expertise in simulating natural systems to develop program goals, review staff deliverables and write reports and expert opinions.
Leads, coaches, and manages staff as required to maintain high level of technical skill, program overview and morale and to provide documented deliverables on time with level of quality appropriate for project goals. Assists surface water model users through instruction in utilization of applications to their fullest capability. Completes all District mandated supervisory tasks such as timesheet approval, annual performance appraisals, and coordinates career and professional development.
Maintains program workplans in one-, two- and five-year intervals, with project specific staff allocations at the one-year level and general staff requirements for the two- and five-year plans. Assists Bureau Chief with annual budget preparation, development of project scopes and annual workplans, and internal and external collaboration. Ensures accuracy and quality of technical reports and plans pertaining to respective program; makes regular improvements to maintain quality control; seeks opportunities to improve the efficiency of program operations.
Reviews and oversees surface water modeling projects for flood control and assessment, MFLs, hydraulic design of water control structures, water diversion, and water resources planning. Reviews work completed by staff including work completed by licensed professional engineers.
Ensure best practice by maintaining awareness and knowledge of developments in fields of surface hydrology and modeling, water resource development and optimization, watershed management, water supply planning, and flood control analysis and design.
Minimum Qualifications:
A bachelor's degree from an accredited college or university in one of the natural, biological, physical, or engineering sciences and five years of experience in water resource management, two of which must have been in a supervisory capacity.
Professional experience as described above can substitute on a year-for-year basis for the required college education.
Skilled In: Technical writing and other forms of written and verbal communication and presentation; supervision and associated skills needed to effectively lead; planning, developing and implementing scopes of work for complex engineering processes; applying analytical problem solving skills and exercising professional judgment to solve technical problems and carry out assignments; evaluation of model results and technical reports; use of computers and all office related software, word processing, spreadsheets, GIS, databases, email, internet, etc., statistical modeling of ecological systems; and statistical programs.

State of Florida Professional Engineer license
Valid State of Florida Driver’s License.

Salary Range: $82,513.60 - $107,286.40
