This is a professional and executive management position defining, developing, implementing, managing, and communicating the effective execution of operational strategies, processes, and programs for general services including Special Projects, Purchasing, Warehouse, Safety and Security, Emergency Operations, and Facilities Maintenance. Responsible for the full range of supervisory activities, including selection, training, evaluation, counseling, and recommendation for dismissal of all General Services Division employees.
Plans, organizes, directs, guides and coordinates the execution of initiatives, strategies, directives, processes, programs, projects, and operations for assigned departments within the General Services Division. Manages and directs the overall operations and performance of maintenance, grounds, custodial tasks and any required design/construction of renovations. Maintains current knowledge of organizational and departmental policies and procedures. Confers with Executive Management and recommends and communicates changes in policies, organization programs, methods and procedures. Develops and oversees administrative and program standards for the assigned departments. Oversees the implementation and administration of programs and processes.Reviews and evaluates results of program impact; provides summary findings to Executive Management, and recommends options to optimize programs and processes. Supports the continuous quality improvement of complex business processes, optimization, and allocation of resources. Oversees the development and management of the annual operating and capital improvement budget for assigned departments with an emphasis on cost reduction methods. Prepares and reviews reports as part of the process of monitoring and communicating performance results; ensures timely preparation of appropriate regulatory reports or other documents. Confers with responsible regulatory agencies relative to the goals and operational standards of departments within the General Services Division. Makes verbal and written presentations regarding assigned functional areas. Conducts and participates in long and short-range studies regarding the assigned departments. Ensures compliance with all State and Federal rules and regulation related to areas of responsibility. Provides strategic support to Executive Management in the areas of planning, research, communications, and project management. Takes direction from Executive Management in ensuring that the business policy and imperatives created by the General Manager & CEO are being accomplished by the General Services Division. Advises management in appropriate resolution of issues related to assigned functional areas. Provides recommendation on the review and approval process of design and construction documents for projects. Ensures inspection of all repair and construction work performed by contractors for conformance with approved plans, scope of work, and applicable rules and regulations. Confers with responsible regulatory agencies relative to the goals and operational standards of departments within the General Services Division. Is active and represents the utility in state organizations related to assigned functional areas, including state and national utility associations. Monitors and identifies legal requirements, government reporting regulations, and legislative issues and priorities affecting assigned functional areas and determines their respective impacts on current and future operations. Assures policies, procedures and reporting are in compliance. Serves as utility representative with local, State, Federal, and International agencies concerning utility regulations, grants, operational functions, and procedures. Completes other duties as assigned.

The Brownsville Public Utilities Board (BPUB) was formally chartered by the city of Brownsville in 1960 to provide electrical, water and wastewater services to its customers in the southernmost part of Texas.
Under the charter, management, operation and control of the city’s combined water, wastewater and electric utility systems were delegated to the BPUB Board of Directors. The Board is composed of seven members: six appointed by the City Commission to four-year terms and the city’s mayor serving as the seventh member (ex-officio).
